CMMC Compliance Checklist for Defense Contractors
Written by: Rakesh Sharma, Packets / Reviewed by: Packets / Last reviewed:
A cmmc compliance checklist only helps if you treat CMMC as a Department of Defense (and defense industrial base) program, not as another ISO logo. CMMC is about safeguarding Federal Contract Information and Controlled Unclassified Information on contractor systems. It is aligned, at Level 2, with NIST SP 800-171. It is not ISO 27001, not ISO 42001, and not Packets' primary beachhead. We still publish this checklist because the keyword is real and some SaaS vendors sit in a DoD supply chain.
Packets does not issue CMMC status and does not replace a C3PAO or a government assessor. Read current DoD and Cyber AB materials before you bid. Program rules have moved in 2025 and 2026, including a pause on some third-party assessment phases while self-assessment obligations continued. Verify the clause in your solicitation.
CMMC compliance checklist: confirm you are actually in
- Identify whether the contract handles FCI, CUI, or neither. No CUI often means you are not in a Level 2 CUI conversation.
- Read DFARS 252.204-7012 and any CMMC DFARS clause actually in the RFP. A blog is not the contract.
- Note the assessment type the government asked for: Level 1 self, Level 2 self, or a third-party path if your vehicle still requires it.
- If you only sell commercial SaaS to non-DoD enterprise, stop. A cmmc compliance checklist is the wrong project. Use ISO 27001 and risk management frameworks instead.
CMMC compliance checklist: NIST 800-171 foundation
Level 2 maps to NIST SP 800-171 Revision 2 security requirements for CUI. Practically that means a System Security Plan, control implementation, Plans of Action and Milestones where you have gaps, and a score you can stand behind in SPRS when the contract requires posting. NIST's publication page for 800-171 is the control source, not a vendor PDF: NIST SP 800-171 Rev. 2.
An ISO 27001 ISMS can reuse access control, logging, incident, and vendor work. It does not auto-complete 800-171. Map controls; do not claim equivalence. ISO 42001 similarly does not satisfy CMMC. If you run AI on CUI, you still have CUI rules plus whatever AI governance you owe customers. Keep those as separate lines on the cmmc compliance checklist.
CMMC compliance checklist: evidence you will be asked for
- Asset and CUI flow diagram: where CUI is stored, processed, transmitted.
- SSP that matches production, including cloud shared-responsibility.
- Access control and multifactor for CUI systems.
- Audit logging and review.
- Incident reporting paths that match DFARS timelines, not a generic ISO incident SOP copied blindly.
- Subcontractor flow-down if they touch CUI.
- Annual affirmation or self-assessment artifacts if that is what Phase I-style contracts still demand.
Cyber AB (the Cybersecurity Maturity Model Certification Accreditation Body) explains the ecosystem of assessors when third-party assessments are in play: Cyber AB. Do not hire an assessor from a blog list. Follow the current accredited marketplace.
Where Packets does and does not fit
If you are a 40-person AI SaaS with a single DoD pilot, you may need 800-171 on an enclave plus your commercial ISMS. Packets can help with information security implementation and evidence discipline. We are not a substitute for defense-specialist counsel or a C3PAO. If you have no defense work, do not start a cmmc compliance checklist to look busy.
Implementation ownership still matters: a tool will not write an honest SSP. See compliance implementation and tool vs consultant vs hire. For software-centric GRC comparisons, Packets vs Scrut.
Frequently asked questions
Does ISO 27001 replace a cmmc compliance checklist?
No. Useful overlap, different authority, different evidence set.
Does ISO 42001 help CMMC?
Only as extra governance if AI processes CUI. It is not a CMMC level.
Is CMMC paused, so we can ignore this?
Do not ignore DFARS 7012 or self-assessment language that is still in your contract. Third-party phase timing has been in flux. Read the latest DoD class deviation and your contracting officer. This article is not legal advice.
We are not a defense contractor. Now what?
Leave this checklist. Go to audit readiness or contact Packets for ISO 27001 and ISO 42001 programs that match commercial enterprise buyers.
